Why independent inspection is non-negotiable in Costa Rica

Costa Rica's construction industry has significant quality variance. A general contractor working without independent professional oversight will routinely deviate from construction drawings, substitute specified materials, and cut details that are difficult to detect once walls are closed and finishes are applied. By the time an owner visits the finished project, correcting structural, waterproofing, or MEP deficiencies can cost more than the original construction contract. PDC's Construction Technical Inspection service places a qualified, independent professional team on your project — verifying that the quality, scope of works, construction drawings, and technical specifications are being complied with by the general contractor, trade contractors, and suppliers at every phase.

This service is particularly critical for foreign investors and owners building in Costa Rica while living abroad or managing other commitments — and for owners who hired a contractor directly without a project manager. PDC's inspectors operate under Costa Rica's CFIA framework: the Technical Director stamps the bitácora digital (the digital construction logbook required by law) at regular intervals throughout construction, creating a legally binding record of compliance. If a dispute arises, that logbook is your protection. Beyond legal compliance, there is an important distinction between inspection and construction management — our inspection team certifies and verifies the contractor's work; it does not direct the contractor or manage procurement. This makes it a focused, cost-effective layer of protection whether or not a full project management service is in place.

During the construction phase, PDC provides construction technical inspection and supervision to ensure that the quality, scope of works, construction drawings, and technical specifications are being complied with by the general contractor, trade contractors, and suppliers. We follow and comply with the requirements and documentation for Technical Inspections set by the Board of Engineers and Architects of Costa Rica (CFIA).
